摘要: hong kong legislature nowadays provides a total of 60 seats, thirty of these are directly elected by the sar’s electorate in the geographical constituencies, while the other 30 seats are elected by the so-called functional constituencies (fcs). as the new reform sets out, a total of 10 new seats, directly eligible, will be added5. more precisely 5 more seats will be added to each college, that it is to say five more seats to the geographical constituencies and another five to the functional ones. thus, hong kong voters will be granted the right to directly elect five of the 35 seats representing a functional constituency. that is to say that in 2012, forty out of a total of 70 seats in the legco will be chosen by popular consensus.

摘要: in 2012 hong kong will select a new chief executive and legislature in elections that will be more broad-based than in previous years. attributed to modest reform measures approved by lawmakers in beijing and hong kong, the two sets of elections will see small but important changes in the political development of the special administrative region. however, it remains to be seen whether they will help move the territory towards the goal of full universal suffrage, which has been ruled out in the short term by beijing but continues to be the focus of an ongoing debate about political reforms in the city.

摘要: support for the democratization of hong kong has been an element of u.s. foreign policy for over 17 years. the hong kong policy act of 1992 (p.l. 102-383) states, “support for democratization is a fundamental principle of united states foreign policy. as such, it naturally applies to united states policy toward hong kong. this will remain equally true after june 30, 1997” (the date of hong kong’s reversion to china). the omnibus appropriations act of 2009 (p.l. 111-8) provides at least $17 million for “the promotion of democracy in the people’s republic of china, hong kong, and taiwan …”

摘要: in june 2010, hong kong’s lawmakers passed two resolutions on the 2012 election of the chief executive and the legislative council. much of the debates over the reforms centre on the functional constituencies, whose influential business representatives have often blocked social policies. hong kong’s social problems have worsened because of a government that lacks popular mandate and the confrontational relationship between its executive and legislative branches. there is a pressing need for bolder political reforms.
